A company that specializes in the logistics surrounding medical equipment and products has filed official notices with Pennsylvania to reduce their work force in the coming days.
Owens & Minor Halyard, Inc, located at 500 Independence Avenue, Mechanicsburg, PA 17055, has filed a WARN notice with the Pennsylvania Department of Labor and Industry.
https://tristatealert.com/cumberland-county-medical-distribution-center-to-layoff-75-jobs/
Over the past several months, it’s clear the company has been consistently laying off employees — roughly the same number each month, almost like clockwork. While leadership has publicly acknowledged these reductions, there are a few things don’t fully add up.
Where’s the WARN Notice? So far, I haven’t found any WARN notice filings from our company — at either the federal or state level. This is unusual given the scope and repetition of the layoffs.
Why WARN Notices Matter
• Transparency: WARN notices are public and include specific details (locations, job roles, counts). Avoiding this filing prevents employees from having a full understanding of what’s happening.
• Rights & Pay: If WARN rules apply and weren’t followed, affected employees may be legally entitled to back pay and benefits for the 60-day notice period.
• Legal Risk: Staggering layoffs to avoid crossing the 50-person threshold may seem clever on paper, but courts can still view it as part of a broader layoff plan. That’s risky — for the company and for us.
200 Employees Terminated Per Month — For Two Years
Internal data and broader reporting indicate that roughly 200 employees have been leaving the company every month for the last two years. That adds up to 4,800+ departures.
Some of this may be natural attrition — but this figure closely matches reports of involuntary terminations, suggesting it’s not just people quitting on their own.
Additionally, the company rolled out a voluntary severance program — which about 600 employees accepted — under conditions that felt like “quit now or risk being laid off later.”
Meanwhile, many departments have been offshored, with knowledge transfer efforts happening in parallel.
What the DOL and Courts Say About “Voluntary” Severance
According to the U.S. Department of Labor:
“Voluntary departures, retirements, or resignations generally do not count, unless the employee departure is caused by the employer and qualifies as an employment loss.”
Source: DOL WARM Act FAQ
Regulations: 20 CFR: 693.3(f)
So if it was implied that employees were to “Take the package now or be on the next layoff list,”
That may legally count as a layoff, not a voluntary exit. And if those numbers weren’t included in WARN reporting? That’s a serious issue.
Staggered Layoffs = WARN Evasion?
Federal law also explicitly prohibits breaking up layoffs to avoid WARN thresholds. According to 20 CFR § 639.5(a)(2):
“An employer may not evade the purpose of the Act by staggering terminations… if they are part of a common layoff plan.”
If 200 employees are being terminated monthly — even across departments or locations — and no WARN notices are being filed, that strongly suggests a strategy designed to stay just under the legal reporting threshold.
For Reporters or Watchdogs Monitoring This Forum:
How has no one picked up this story?!?
This situation potentially involves:
• Thousands of U.S. terminations over 24 months
• A “voluntary” severance program used to disguise layoffs
• No public WARN filings (despite the scale)
• A clear pattern of offshoring and workforce consolidation
• Potential WARN Act non-compliance through structuring and timing.
• Oh and don’t forget the philanthropic award the company won a few years ago for committing to increasing local jobs in St.Louis by 10%.
Did anyone else get the Warn notice and then HR trying to claw back the email.
Forced to give me 90 days warn
I got job starting week after warn ended
You built policy saying no 401K match or bonus due to effective dates. Lol
Now you get to eat my 30 weeks of severance
Your dirty policies failed. Nice try no cigar.
Need some help. I was part of the RIF earlier this month. Given WARN, my last day is Nov 3. However, I got the equipment return box this week. Am I supposed to return the equipment now (within 5 days) or wait until Nov 3rd ? I have no use for the laptop but since I am still on the payroll (albeit garden leave) until Nov3 , I wasn’t sure if I should return things now.
Notice date was 8/15/25. 193 employees to be let go in October 2025. 22 more to be let go in May 2026.

Already started hitting HR and other areas. Likely won’t see WARN notices for another 30-90 days due to paid leaves given.
Are there many "remote" Oracle workers living in California who were laid off this month who only received 20-days advanced notice? Any chance you haven't signed the severance agreement?

Covered employers must provide written notice 60 calendar days in advance of a business closing or mass layoff or reduction in hours.
Employers generally are covered by the WBCML law if they employ 50 or more persons in the State of Wisconsin and Make a reduction in the workforce which affects at least 25% of the workforce or 25 employees, whichever is greater or at least 500 employees.
Two or more groups of employees who are affected during a 90-day period may be considered in aggregate when determining whether the business closing or mass layoff thresholds have been met.
Not sure if I'm looking at this right since they changed the format, but it looks like several new WARN notices were posted on 9/18 for various properties including 1515....
Another slew of mass layoffs is set to hit a logistics services company, as Texas continues to brace for job losses amid a weakening economy.
Accelore Group, LLC announced plans to eliminate 107 positions in Tarrant County and 107 positions in Dallas County, according to new reports filed under the Worker Adjustment and Retraining Notification (WARN) Act.
The layoffs will take place at the company's Amazon Logistics locations in Fort Worth and Balch Springs.

Dave Watson announced elimination of division structure starting in January. Frontline divisional teammates will stick around, everything else is moving to HQ. Unsure if just residential or resi and CB. Regional roles will still exist. Crazy that they've gotten away without filing a warn notice since 2020.
In a WARN letter, the company said the closure is due to “difficult business conditions” and is aimed at enhancing operational efficiency. The facility, located on Sumner Court in Georgetown, is expected to shut down permanently.

ABU & USA Layoff Summary – Waves 1 & 2
ABU Wave 2
• EOI-Only Adjustments: Across ABU teams, Wave 2 changes were minimal < 1% of staff affected, and only through EOI.
USA Wave 2
• Team USA Impact: No specific percentage breakdown per team is publicly confirmed, but no major WARN filings or Layoff.com traffic suggests significant cuts in the U.S.
ABU Wave 1
• ABU FE CVX Staff: Changes were limited to EOIs and performance-based PMP reviews. No broad structural layoffs reported.
• ABU Contractors: Wave 1 ABU FE contractors saw virtually no layoffs, consistent with Chevron’s strategy to retain operational continuity.
• As expected, very limited ABU in execution MCP changes (JIC, CO2 etc.)
• ABU M&R Teams: Wave 1 Confirmed 100% out of scope. No layoffs or restructuring reported for Maintenance & Reliability functions, deferred to Waves 3 & 4 in 2026.
Ref.
Chevron (CVX): Targeting a 15–20% global headcount reduction by end of 2026, up to 9,000 roles. However, only ~200 layoffs confirmed in Midland, Texas for 2025.
Final Takeaways:
ABU layoffs remain highly targeted and minimal, especially in FE and contractor roles.
USA-based Chevron teams have seen limited disruption so far, with no major layoff spikes.
Layoff.com and WARNTracker show low traffic for CVX-related layoffs in the U.S., supporting the notion that most changes are internal and performance-based.
Please don’t post any BS, Winging or Gossip!
Any NEW ABU / USA Layoff FACTS Welcome!
We've been through a lot this year.
Lots of pockets and smaller waves.
It's paid off, they've managed to keep it under wraps this year.
Known Layoffs in 2025:
Not to mention the dozens of one-offs throughout the year.
Nike conducted several small layoffs in staggered batches.
Which must have all remained under the reporting threshold for each wave.
They strategically timed reductions to avoid hitting the “mass layoff” definition.
These are conservative and confirmed numbers impacted.
What other teams, domains or dates are missing from above?
I was not remote, but flex and had to go to the office 3 days a week and use a flex workspace. Would WARN apply in my case?
Curious if Chevron HR filed WARN notice this past Friday
For Hess, Chevron HR filed notice on Friday a week before the cut date - and held the “town halls” at Hess the following Tuesday - hours prior to the notice getting published by the state.
When questioned about what numbers were filed on the WARN notice, the town hall’s HR rep dodged the question and said “we aren’t disclosing those numbers at this time.”
Less than 24 hours later they were published by the state (Wednesday) and the employees ended up learning of the 575 / 830 cut through media outlets.
Is this standard operating procedure at CVX - to be too cowardly to talk straight with employees?
It certainly rubbed a lot of Hess employees the wrong way - the lack of professionalism/courteously, and the apparent cowardice displayed by HR in the town halls.
Does CVX have a pre-firing town hall scheduled for Tuesday this week?
The layoffs are connected to financial pressures.
The co is in the middle of store closures nationwide. Now it's reducing staff at its Hoffman Estates CORP facility in Illinois.
It's in a WARN
Date: October 2025 (4 workers) and December 2025 (2 workers)
Company: Total Facility Maintenance, Inc.
Date: September 30, 2025
This company is also letting go employees because it lost a contract. It’s located in Wood Dale, Illinois. This is part of a supplemental WARN notice. Total Facility Maintenance had reported layoffs last year as well (41 workers then) and now is planning further reductions.
Company: Diverse Facility Solutions, Inc.
The layoffs stem from the cancellation of its janitorial services contract with Chicago Public Schools. Though the WARN notice lists 276 workers being laid off, the company clarified it intends to lay off about 191 employees, transferring many others to a different union. There is also a legal concern: a law firm is investigating whether Diverse Facility Solutions met the required 60-day notice under the WARN Act before initiating the mass layoff. The company provides facility management and janitorial services.
Hundreds of layoffs are coming to Houston as two major companies downsize their local operations.
CyraCom International, a remote interpretation provider recently acquired by Propio, will close its Houston facility and eliminate 355 jobs beginning December 1. The cuts include interpreters in Spanish, Vietnamese, Portuguese, Arabic and several other languages. CyraCom’s Arizona office will also see about 500 jobs cut as part of the restructuring.
Essendant Management Services, a distribution company, has also announced plans to cut 92 jobs in Houston this November due to business downsizing.
These announcements come after recent WARN Act filings revealed nearly 1,900 layoffs statewide from August through October, with Houston shouldering most of the impact. Both CyraCom and Essendant have not yet provided further comment.
banner just filed notice that 351 workers in colorado are getting cut by nov 5. this came through a state warn filing and yeah... it’s a big hit.
they’re closing a freestanding ER & Urgent Care in Greeley on that same date. banner has over 3,000 staff in northern colorado and over 60K nationwide, so big news...
the affected will get transition help, like priority for other open roles in the system, career counseling, and support services.
at the same time banner is rolling out what they call a multi-year investment plan to reshape their footprint in the region. that includes buying up a primary care network and turning the mckee medical center in loveland into a specialty hospital.
CEO for colorado hospitals said the changes are because of "community demand" whatever that means for him. ER volumes at mckee have dropped 4 years in a row, they’re only using 25% of the beds, and 90% percent of surgeries there are already outpatient.
And, it'll not stop here
Revvity Inc., a biomanufacturing company, is closing its South End facility in Boston and laying off all 74 employees at the site. The layoffs are expected to be completed by the end of the year, with a WARN notice filed with the state of Massachusetts indicating the layoffs will occur between November 1, 2025, and August 31, 2028.
The company, headquartered in Waltham, has not given a specific reason for the closure. This move follows a period of business realignment and cost management for the company, which recently lowered its outlook due to policy changes in China.

At least 100 employees received notice on September 2nd giving them 90 days until their December 2nd termination.
My manager called me into a 9:00 a.m. meeting and said "I and requires you read to you the following statement...". The notice was legalistic and had no positive message (like perhaps You haven't done anything actionable). He had no other details for me and no specifics about severance. He said I would receive an official document within 24 hours and I received that in the evening.
Opportunity is given to apply for jobs internally, but I have much better opportunities outside and BSC just isn't a great place to work. The usual job search consulting and training is available through the so-called "talent bridge".
Severance information was listed in the document that I received and all full-time non-manager employees will receive two weeks severance plus one additional week for every complete year of service. It appears we don't get any portion of our performance bonuses like TIP because the grant date is after termination.
So a meager severance package and a dreary 90 day notice while they try to get some transition how do I say and hope that we go away at zero cost. If we leave prior to termination date we get no severance and we lose TIP bonus regardless. Leaving people at risk for being jobless and short of funds right before Christmas.
That's a cold corporate kiss-off. They definitely care more about savings than treating people fairly.
Prior to this jobs downturn for having I would have had my pickup jobs. I still am not too concerned but can't be sure. We were told in a training bridge overview session that They recommend spending 30% of our job time on training and job search. I think they'll be lucky and will say thank you if I give half. The internal corporate optics are not good when they push on people already striped of their financial stability and professional dignity.
The movie Office Space tells us everything we need to know about how to use the little power we have to not become victims of corporate greed and cruelty. Practice Quiet-Quitting and "Not Missing Work".
Organization: Microsoft
Expected beginning date of separations: November 7, 2025
Number of affected workers: 42
Layoff or closure: Layoff

Check the WARN list online!!!!
Assuming that the much rumored Citi Tampa layoffs for September will trigger the Warn Act, do you get a 60 day non working notice and then severance (in my case 3 months) or just 30 days severance plus unused vacation. TIA.
Can someone post the text of the notice that the news says went to Texas employees, please?
With all the layoffs yesterday why was there no WARN letter sent out?
Is it because most of the layoffs were remote workers so there were not enough layoffs at one particular location to meet the WARN eligibility threshold?
Anyone know how many layoffs there were in California? Wondering why they didn’t file a WARN notice in CA.
https://esd.wa.gov/employer-requirements/layoffs-and-employee-notifications/worker-adjustment-and-retraining-notification-warn-layoff-and-closure-database
if you search for oracle in the lower search bar you'll see that there's a new one notice that came out today for 2 months from now
At least judging by the fact that no WARN has been filed yet. That gives us still more time to put things in order and try to find something else, if there’s anyone left who hasn’t already been working hard on alternatives. The job market is terrible right now, yes, but there are always options, especially if you’re willing to step outside your comfort zone. The only truly useless thing in this drawn-out drama is to sit around worrying and panicking.
By law we should have be given 90 written notice.
Some states also have similar laws and require payments to the employee.
Tesla Ends Contractor Agreement at Giga Texas, 82 Workers Laid Off
Tesla has unexpectedly ended its contract with MPW Industrial Services Inc. at Gigafactory Texas, leading to the layoff of 82 workers who supported operations at the Austin facility.
According to a #WARN notice filed with the #Texas Workforce Commission on August 27, 2025, the terminations will take effect September 1. The cuts affect 61 technicians, 7 team leads, 7 supervisors, and 7 managers. The workers are not union-represented and have no bumping rights.
MPW, an Ohio-based industrial services provider, specializes in cleaning and facility management. The layoffs are directly tied to the sudden termination of Tesla’s contract.
This comes against the backdrop of Tesla’s broader #workforce reductions. In April 2024, the company laid off over 2,000 employees in Austin. Since then, Tesla’s sales have declined, and while a temporary Q3 boost is expected due to expiring tax credits, analysts forecast further sales drops in late 2025 and early 2026.
Industry watchers suggest this #contractors cut could be a precursor to more layoffs, with Tesla historically starting with outside partners before reducing internal headcount. Some speculate the move is tied to cost-cutting and production slowdowns to avoid oversupply.
Electrek’s analysis warns that Tesla may be on the verge of another wave of staff reductions in the US, particularly as EV demand softens. While other factors could explain the contract termination, the timing aligns with the company’s need to adjust ahead of a potential downturn.
