Has anyone else been told what hours they have to work?

I was told that I am to work 8:30-5:30 pm every day and if I leave "early", I have to get permission. They consider working 8-4:30 leaving early.. since when is working 8.5 hours early. Are we not paid for the 15 minute breaks?
