I have been at HPE for a few years now. Even my worst years I've got decent bonus but this time no bonus and no hike. Is this common for others too or am I on the next WFR list?

I got 2 weeks notice only on April 8 and I was told - you don’t need to work in the following 2 weeks and your last day in HPE is April 19 and then layoff package starts for 11 weeks, I have no chance using my vacation PTO , Is this illegal?
