I believe the GATT rate is simply the interest rate of the 30 year treasury bond, right? How is the PBGC interest rate deturmined? Also will these two different rates ALWAYS move in the same direction?

Any news on temp employees becoming permanent? Company sent a lot of temp line guys back to training and still sending the rest. Some temps only have 6 months left on contract and still no news about future.
