I don't know for certain, but I would 100% polish your resume. Truthfully, your severance will cost the company the least + there's a belief you'll have the most shallow understanding of how things work.

Previously, it was contractors who went first, but it looks to be expanded well beyond externals this time.

“Newly hired” apparently means under 2 years of service btw.

New hires are not eligible for VSP.... however they may still be layed off of there are not enough volunteers to meet their numbers

Wait until the end of the day to know for sure. Polish your resume and prepare for in case you get the boot involuntarily. That’s about all you can do.
