Are external applicants ever seriously considered for roles? And is HCSC even hiring right now or are the job postings all fake? Mixes messages as our department says there is a hiring freeze yet new jobs are posted daily.

It is difficult to navigate the HCSC machine. Have been here almost 10 years, always get good performance reviews, and recently applied for a position that is one level higher outside my department. HR said I was a great candidate and fit the requirements well, but it has been silent since.
In the meantime, my current director (dictator?) is busy requesting building access to force her telecommuters into the office on a regular basis for a hourly team meeting, but only if you live close to Chi/Rich. The other telecommuters stay home. And she questions why her Blue Pulse is so poor and staff is so disengaged…
Yesterday there was a job listing for a Plan Services Coordinator. N/A under job summary and the posting end date was supposed to be 10/12. It has been removed. My guess is they have an internal candidate. I've seen this happen before.
@OP one challenge is that we have so little opportunity to promote internally. It su-ks. So when someone has a job opening and there are qualified people at HCSC we are inclined to give first to qualified people.
@ak I got a promotion 19 years ago. Only other job changes were pre-arranged. I applied for a job a couple of times and got nothing.

I should know, I have applied to 41 internal jobs! Lol I just apply for fun now I don't ever expect to get promoted because I'm not really friends with people but I do enjoy working hard and earning certifications plus I have multiple degrees yet I have no room for advancement so I just decided to quiet quit and do what I want too now. I don't care because they don't care; It's equivocal.
We don’t consider Internal candidates unless they are friends with leaders.
