If our manager was cut, does that put us at a higher risk of being laid off? I see people mentioning this but I have no idea what is true anymore.

No that does not put you at a higher risk. Managers are let go and direct reports just get reassigned to a different manager or some other type of restructuring. The manager being let go is not an indicator of anything else going on one way or another.
