I like to talk to my reports and go out to lunch with them. I think it's important to keep a close eye on these projects so that timelines don't slip. I have a pass they can take when they need to use the restroom and that way no one wastes company time.

Everything about rto is negative for anyone involved even the company.
I'll listen the reasons.
Expenses, traffic, maintenance, personality conflicts, disabilities, busybodies, distractions. Harassment liabilities etc.
VS
Full time remote sitting at a home office or whatever personal arrangement and avoiding any of the above.
Everyone is happy.
Point is at the very beginning and option should have been given.
Once it's picked, no going back. Office or remote.
It's fair and equal. If everyone is asked. Some will likely go, some won't.
Then once it's settled let the chips fall where they may and leave it alone.
Good grief! We're adults here! We shouldn't be losing jobs over a location!!

I liked working in the office back in the day. But, When I was Ordered to work from home, it made it easier to Day drink. six of one, half dozen of the other!

You "reports" likely feel obligated to go to lunch with you fir fear of an IM. You "reports" are grown adults that shouldn't have to ask their boss for the key to use the restroom. How embarrassing for you.
Aee your "reports" under strict metrics numbers to get quantity of quality? I bet if given a free choice, they'd rather eat at their desks and continue working to get through the ridiculous burden this place thinks is acceptable. I yearn to see the next consent order fine $$$$$$.
