I have seen imbeciles with an apititude of of 8 year old but aging at a level of 80 year old and antiquated mindset of a 250 year implementing policies that are 500 old running countries. Blaming a race would not solve the problem. I would think

The top management needs to circle back on all the tools that has been developed in the last decade. Correlate the quality of output being delivered with the leadership decisions and their accountability toward it. The money being spent on developing these tools and the delivery of these tools in time and quality should be made a key metric to analyse the employees in IT. Race is not an issue . There are plenty of Indians in silicon valley who are in IT and running massive global ships. The issue is the middle management IT decision making who are in key posirions for over two decades. They possess skills from Y2k era instead of next generation tech and leadership skills . Surgical layoffs in IT and replacing them with silicon valley skilled personnels should fix this issue.
