After being laid off, how much time needs to pass before you can reapply at GP? Without risking your severance.

Not true. You do not maintain your vacation time.
The length of your severance. You have to come back within 12 months to maintain your time with the company including vacation
Almost everyone who gets laid off is effectively blacklisted from the system and is unlikely to even secure an interview for at least the first 12 months.
Just move on, this ship is sinking.
Someone who got a severance said 6 months. If you come back sooner they will have you pay your severance back depending on how long you were gone.
