We keep laying people off, and yet we keep posting openings at the same time. What's the point?

The are also ghost listings to satisfy the US gov. SAP needs justification to sponsor more H1Bs so save massive amounts of money and get people in the US to do work for dirt cheap.
Almost 75% positions are fake. The new Performance Management makes it difficult for managers to give more money and RSUs to their friends and family. So they open positions and hire them into these new jobs and give them up to 10% more money. A majority of these positions are a carbon copy of the CV of the person they wish to hire. They literally mention a specific PhD or experience in areas irrelevant to the job.
The other 25% are real positions but most of them are replacement positions where they look for a T3 to replace a T4 or a T2 to replace a T3 and are paying below the industry standard for what they ask. You will also see many positions disappear this summer as area executives want more reorganizations and hiring freezes to increase budgets for their personal bonuses.
You can apply all you want but never land up with a job.
