is there any negotiating with HR with a better severance with company standard. This would be probably related to older workers since finding another position will be difficult if not impossible

"Not negotiable" is misleading. Wells Fargo wants your signature to be free and clear of future litigation...so at least have an employement lawyer review -- they can probably find a few outrageous clauses to strike -- e.g., "employee pays attorney fees" is usually buried somewhere in the agreement and should be struck.
Yes. You can negotiate. There are attorneys that will help, but I would ask for 4 weeks per year they’ll give you 3 & ask for a few more months on the healthcare.
HR will not negotiate. The displacement package is a standard package and Wells Fargo has you backed in a corner —if you don’t sign it then you don’t get paid. You will also lose your ear and bonus. I confirmed with the displacement team you must be in seat as of September 30 to receive your year and bonus.
The only possibility is that they violated some HR laws.
Your options are sign the agreement and get severance on their terms or decline the agreement and get nothing but your state unemployment benefit. So, it's technically a choice

severance is an employee benefit, you have as much chance of negotiating it as you do your health plan. You should have negotiated your golden parachute when they hired you.

Stop blaming the company that you can’t find another job. Being old isn’t stopping you from finding a job- it is that you haven’t bothered to build relevant skills that transfer to other roles or companies.
No negociating when you have no leg to stand on. You hold no cards. Can't hurt to ask, but severance is planned for many and they need to keep order as people come in and leave forever
