I applied for an internal position which I believe is not ear marked for a promotion. It seems a legitimate position. It was originally posted for 2 weeks and then it was reposted again for 2 more weeks. What does that mean?

If your boss deems you too valuable to lose or does not like you, they may be sandbagging you
@vc It is Kabuki theater to provide justification for giving jobs to foreigners.
They probably wed to be able to prove they have jobs they can’t fill so they can hire outside candidates or hire contractors on visas
They keep posting the same positions over and over again and saying that no one is qualified for them. They’re looking for a specific person to apply or to be able to post externally to give the work to somebody that they’re friends with. It’s happened more than once.
Other possibility is they have identified a candidate and reopened for them. I agree your prospects are not good.

@OP I would be think that at at least 2 people applied and you were one of them - at any rate they did not find a suitable applicant and sadly you were part of that original "group" - you likely won't be selected. Sorry
Either they did not get enough applicants the first time or they did not like the applicants they got.
