The mid level management at Oracle only cares about themselves and managing up. They don’t give a rip about anyone on their team!

Agreed - it's clear they cut using their little formula and now they are trying to figure out where to put people to move forward (until they do it all again). Horrible plan, but not unexpected - these people have no clue!
