With Oracle continuing to cut jobs in the U.S., I pulled the FY2026 Oracle America, Inc. H-1B Labor Condition Application data from H1BHQ to see what the public records actually show.

The dataset contains 465 Oracle America records:

• 455 Certified
• 4 Certified - Withdrawn
• 5 Withdrawn
• 1 Denied

So 455 of the 465 records, or 98%, currently have a simple "Certified" status.

Important: an LCA is not the same thing as an H-1B worker being hired or brought into the country. It is an employer filing with the Department of Labor that normally occurs before the H-1B petition process with USCIS. These numbers should therefore be described as filings or LCA records, not 465 imported workers.

## What jobs is Oracle filing for?

The concentration in software and technical jobs is striking.

Software Developer alone represents 184 of the 455 certified records, or 40%.

If I broaden the search to titles containing either "Developer" or "Software Development," there are 273 certified records - exactly 60% of the total.

This is not primarily a dataset of executives or extremely unusual occupations. A large majority is concentrated in software development and related technical roles.

## What do the salaries look like?

Among the 455 certified records:

• Median salary low: $142,314
• Median salary high: about $183,930

There are 442 records containing both a low and high salary. Using the midpoint of those ranges strictly as an analytical measure:

• Median midpoint: $165,720
• 72% have a midpoint of $150,000 or more
• 42% have a midpoint of $175,000 or more
• 20% have a midpoint of $200,000 or more
• 5% have a midpoint of $250,000 or more

For Software Developer specifically, the median midpoint is approximately $158,000.

The midpoint is a calculated analytical measure and should not be confused with the actual salary eventually paid to an individual employee.

## Where are the filings?

Texas and California dominate Oracle's certified records.

Texas and California together account for 202 of the 455 certified records, or 44%.

The leading individual locations are:

• Redwood Shores: 30
• Santa Clara: 20
• Seattle: 19
• Nashville: 17
• Pleasanton: 16
• Burlington: 14
• McKinney: 14

## Now compare that with the layoffs

Oracle filed WARN notices for layoffs effective June 1, 2026 affecting 1,668 workers across Santa Clara, Redwood City, Santa Monica, Pleasanton, and Seattle/Remote.

The H-1B dataset contains certified records in all five corresponding areas:

That means 88 of Oracle's 455 certified LCA records, or 19%, are associated with five areas that also appear in Oracle's major 2026 WARN layoffs.

Of those 88 records, 28 are specifically titled Software Developer.

Redwood City/Redwood Shores is particularly interesting.

Oracle's WARN notice identified 310 layoffs in Redwood City effective June 1. Local reporting on the WARN filing found that more than half of the affected Redwood City positions were software developers or software development management.

Meanwhile, this H-1B dataset contains 30 certified records for Redwood Shores. Fifteen of the 30 have "Developer" or "Software Development" in the job title.

Again, that does not establish that those H-1B positions replaced the laid-off employees. But the occupational and geographic overlap is worth examining.

## Another pattern worth noting

There are 31 certified Software Developer records in the Dallas-area suburbs carrying the exact same salary range of $134,971 to $181,112.

Those records are spread across places including McKinney, Frisco, Farmers Branch, Celina, Dallas, Prosper, Allen, Aubrey, Carrollton, Lewisville, The Colony and nearby communities.

So these records are not simply a few isolated Silicon Valley cases. Oracle's LCA activity is geographically dispersed, with particularly heavy concentration in Texas.

## What the data shows - and what it doesn't

The data does show:

• 465 Oracle America FY2026 LCA records in the dataset
• 455 with Certified status
• 98% of all records have a simple Certified status
• Heavy concentration in software development
• 184 Software Developer records alone
• 40% of certified records are specifically Software Developer
• 60% involve "Developer" or "Software Development" titles
• 72% of records with complete salary ranges have calculated midpoints of at least $150,000
• 20% have calculated midpoints of at least $200,000
• Texas and California account for 44% of certified records
• 19% of certified records are associated with five areas that also appear in Oracle's major 2026 WARN layoffs
• Software-development overlap exists in Redwood City/Redwood Shores

The data does NOT prove:

• That 465 foreign workers were brought into the United States
• That each LCA represents one worker
• That every certified LCA resulted in an approved H-1B petition
• That every H-1B worker came from offshore
• That an H-1B employee directly replaced a particular laid-off U.S. employee
• That the salary midpoint represents what an employee was actually paid

Those distinctions matter.

But there is still a legitimate question here.

When a company is simultaneously eliminating U.S. jobs while maintaining substantial H-1B filing activity in many of the same technical occupations and geographic markets, employees have every reason to ask how the two fit together.

The public data cannot answer that final question by itself.

It can tell us where to start looking.
