Oracle has been laying off constantly for the past 30 years. In the US, it's an H1B shop so Americans are always on the chopping block. As others have stated, the higher your pay and RSU's, the more likely you are to be cut.
Safe at Oracle is below market pay, consistent 4s on your reviews, and no pending RSU for them to pay out.
