TCS, Wipro, Infosys and other consulting companies do the same kind of fraud. They place consultants at Google, MSFT, Banks, Pharmaceutical companies etc.
You have to put a full stop and redesign the whole program.

They need to look at bodyshoppers that were selling approved labor certifications for 25k back in 2006/2007... However, without extensive jail time, forfeiture of significant amount of cash/property, permanent bans, blacklisting companies that break the law, this will keep happening. Need to make an example of a few high ranking CEOs to stop this. Once found guilty ship them off to a 3rd world outsourced prison :). Lastly, HR in all these companies need to be examined, HR has become the bootlicker of the ruling class, not the department that watches out for and correct mis-adventures.
Don't worry. TCS, Wipro, Infosys, Mahindra etc will all be wiped out.
And don't think the jobs will move to India - initially they will, but then your Indian overlords will outsource them to Vietnam and Philipines for cheaper.
