Manager is not able to provide justification for the ratings he has given. he is 64 years old survived multiple layoffs , he is in same department for 26 years stil did not know basic stuff what the product his team has development.

Usually Manger's like this will find the smartest person in their department and
use them to make themselves look good.
I really don't know why they do performance reviews for NA when they want to cut staff in that region.
