Recruiters and hiring managers - is it looked down upon of someone internal reaches out to you about a job posting they are interested in or ones where they want to refer someone?

@OP as a hiring manager if I know you amd your work- I always appreciated it. If it is totally random I did not find it helpful. One random person referring another random person. If I don’t know you and your work but I know someone else in your org who can vouch for your quality / teamwork - that is also helpful
