You can NOT talk about Layoffs without also bringing up the Drivers of and Causes of the Layoffs.
The drivers and causes are political, cultural, geographic, economics, ethnicity, socioeconomic, behavioural, etc., etc..
Not talking about or bringing up the above causes employees to be less prepared for or aware of impending Layoffs.
The drivers and causes of Layoffs are inherently intertwined, related and connected to Layoffs.
