So I am a bit confused why would mass layoffs happen right before open enrollment? Who is going to handle that when 1) people voluntarily leave 2) people are still going to get laid off after that 3) I doubt Centene would get back 2 million members from this enrollment period.

best believe they have already taken AEP into account. they will not let go of the majority of people who are involved anywhere in the process.
there are so many areas of the business that have nothing to do with AEP and are based on membership volume or something else entirely.
