I have a fairly uncommon skillset, and I'm worried they might block me from leaving. If they do, I guess I could ask for a raise, but that would probably just get me laid off anyway LOL.

I just left a team that had layoffs in February, about 3/4 of the team was severanced out and now have offshore completing the work. Now this buyout I am ready to go, the buyout is better then the severance they received so not taking my chances and staying unfortunately.
Look, everyone is replaceable so don't fool yourself thinking there's something uncommon about your skill set.
Don’t fool yourself with thinking you have an uncommon skill set. If AI does not flag it as important, which it won’t, you are not being held to keep things running. This is all an AI game.
I know that supervisors received the letters as well, but are there jobs at stake too?
Prior to this most recent development, I was notified by my leader that layoffs were coming. We had been talking about this for a few months now as the writing has been on the wall.
I was advised that leaders could only make recommendations as to what positions could not get cut, but they do not have the final decision. With this voluntary process, I believe it's a matter of cross referencing the elimination list and then making minor adjustments. Leaders will be brought in to discuss structure and determine if there will be an interruption in business operations if a position is eliminated.
What will most likely happen is the rest of us remaining will have an increase in workload.
The decision by Senior leadership has already been made what positions were going to get cut, but my understanding is that they were also unaware of this voluntary separation process.
Correct. Managers have no say in the VSP applications.
I guarantee “management” is making the calls. It’s way up the chain.
