I don't understand how newly hired automatically get to stay:/

New Hire= The New Hire that they are speaking of is a new hire that is hired to fill a position that is contractually obligated by a State RFP or some other type of contract. Since this New hire was hired after this notice, and is required for a contract they will not be fired or laid off.

@OP It is just that they are not eligible for the VSP. They still could be effected by the layoffs
It literally doesn’t say that it says they are not eligible to take the offering.
@OP They DONT get to stay. They are just not eligible for the VSP. That doesnt mean that they will not be layed off.
