What makes you say that? Pay structure doesn't work that way with bonuses are you re--rded? The numbers are decided first based off the companys performance, which accounts for 50% of your bonus. The remainder is your individual performance. It isn't structured where certain bands get 100% bonus while others get 150% bonus. C level suite pay structure is entirely different so they follow their own rules.
If you make 100k, and you are getting a 20% bonus as your payout, and Verizon decides to give a 105% bonus payout, and your performance earns you 100% it's

The highest Verizon has given out in the past 15 years is 110% back when Lowell was CEO
