Does anyone know if you can collect unemployment if you have been given severance?

Yes, you can receive Unemployment benefits along with your severance. I definitely did... But wait about 4 weeks after being laid off to file.
In NYS, if you file during your severance period, you'll just be wasting weeks of eligibility because you'll be claiming benefits but won't receive them since you'll be receiving the payouts concurrently with the limited period that the state will allow you to qualify for unemployment insurance. File your claim the week AFTER severance ends, and then you'll have one week of waiting period, then you'll be able to draw weekly benefits for any week that you don't make more than $869. That way your UI countdown clock actually starts with the time you're not getting paid, rather than the time that you're not working.
In California, you can apply right after your last active date. As per California EDD law, since 2001, the WARN paid notice is not considered as earned wages for unemployment purposes, however, you still have to mention while filling the online application that you receive WARN pay. I did apply, and it get approved. I will receive my first cheque within 3 business days.
Only after the severance ends
