Given Intel's fall in the marketplace do these top secret documents have any value? It was probably stuff like how to implement DES encryption.

This is a good example of why people need to lose access immediately and get walked out the door right after being notified.

But five days later, Intel says that Luo connected another storage device and downloaded 18,000 files." ... so, they were detected trying to steal a document, but still had access 5 days later. That's a case of the hen house door being wide open.
