It’s 20% below my current pay. I feel like it would be a step down, but I’m also so worried about being laid off and having nothing lined up, and missing out on this opportunity if I wait. This whole situation is incredibly stressful. Other folks who are looking, is this something you'd say yes to?

Definitely not an internal offer/transfer from HPE. They aren't making offers lower than current pay because they are only making offers to those they want/need to stay. Offering a lower salary would be counterproductive to that.
@OP if this is a job offer from another company only you can answer this question. How did it feel outside of disappointment around salary? Excited otherwise? Job market is soft. Most companies are going to low ball.

@OP sorry to hear that. I'm surprised the salary offered was lower. Typically, there might be a title change, but salary remains the same. The market is getting better, but it is still saturated with people looking. Tough decision to make. Appreciate you sharing your expeirence.

by when do you have to give the new folks an answer? listen, this isn't the most "morally ok" advice but my 2 cents, as someone who's been there: accept it. I heard we're expecting another round of layoffs until next week. If you accept with a notice period, you have time to see how things will progress here. If they let you go, you have a fall back, if they don't, you'll kindly say "sorry, I have changed my mind", and decline the new offer. In the end, you have to look out for yourself in these stressful situations.
