All telecommuter agreements have been revoked. This has already happened.
If you are a telecommuter and your manager has not yet informed you of this decision, you will be informed shortly. You may have already received emails regarding "Physical Access Management" or "Smart Card Requests" that have been generated on your behalf, or you will be receiving such emails shortly (if you have received such an email and your manager has NOT yet talked to you about it, you're encouraged to ask them about it - and please post any further updates here!)
The expectation is that all employees who are currently working from home - including those who had prior telecommuter agreements - will be working at core locations in Q2, 2021.
Telecommuters are considered as "offices with one employee". I have no further information pertaining to offices having between 2 and 9 employees, other than what is already common knowledge: that they're on the chopping block. My guess is that telecommuters are simply the low-hanging fruit which will constitute the first wave of 2021 layoffs, followed later by actions against the small offices.
For the short term, local COVID-related laws will dictate activities related to "non-essential" employees, so for right now there's no effective change for most of us. However, the anticipation is that COVID concerns will soon diminish to the point of those restrictions being lifted, with the resulting expectation that employees will "return to work immediately".
