There is literally no stack ranking at Dell. It's all about who you know in upper management and executives and/or if your manager is loud in advocating you to upper management

Eligibility is for anyone I5 and above. In practice, budgets have consistently gone down over last few years so primarily is just executives, M9-M10, and Some I9-I10. Engineers get larger share of budget allocation so they go into lower IC levels I7-8. Very rare in sales, services, etc. unless you're top talent.

I got some as i6 in Support few years ago. That was when I had my best manager. Since then I’ve had several managers and I’ve never heard of even them mentioning the possibility of getting some more.

Hugely depends on your manager and your relationship with them.

Top 10% on stack raking are eligible but upper management must go to bat for you. So all the top 10 percenters are eligible. Just depends on how much there is to go around. Becoming much harder to get.
