The 360 temps/terms that have been let go are not part of the 911 that were surplused, so the layoff in the 9 states is actually 1271 employees.

AT&T is not offering any packages in the SE, unless you put in for SIPP.

The reason there are so many OPTs being laid off is the fiber overlay project they were working on is almost finished. That project was part of the deal the government required for the DirecTV deal. They have reached the number of households they could serve and are placing the last fiber cables on those jobs. The company has no interest in replacing the failing copper cable with fiber unless they are forced to place it. This layoff is even bigger because the temp OPTs sent home in the last few weeks are not in this count.

You counted the numbers in SE 2 times. The PDF lists all. The total is 911 (still bad) list ed on page 23. Then it starts listing the states and separate totals. For example Alabama in page 26 shows 106.

Actually the number is 911. Take all the values you gave and divide by 2. The spreadsheet has all the states listed and a total of 911 employees for all 9 states. Then the spreadsheet is duplicated to break the number down by each state.

the op had doubled the numbers. probably had the spreadsheet and included both by state and function numbers. just divide each number by 2 and you'll get the total

The total is 911. They first list the titles combined, and then list the titles again by state. So, 1822, you doubled it.

But I'm wondering if there are other layoffs. This one is predominately Network Field Operations. Is there another list for other Organizational Units?
