We desperately need more people, we keep being told they are looking to fill a few positions, and then nothing happens. Rinse and repeat. What's going on here? Is there a hiring freeze I don't know about or does nobody want to work at AT&T anymore? I'm not sure for how long we can go on without some help...

Why are you worried about being Understaffed? Just do your 8hrs do what you can, and stop trying to be a superhero. Breaking your back for T will not, i repeat will not save you from getting a kick in the butt In the next round of surpluses.
They don't want open job requisitions while they are laying off to make certain that no one gets saved.
Why worry? Do your job, let the rest falls.
They won’t hire while surplussing. Don’t k--l your self let it fall apart. Then you’ll get help needed.
In the West, outside forces, we were told after receiving a surplus notice that our job was to now look for a new one. Several of the managers stopped reporting to work. Just stayed home looking for work.
We don’t know what dept you’re in so how the f--- could we know
