I recently got an email, Saying new elections will be held due to fraud the first time around. My question is, since fraud was committed thus the new elections can i sue to retrieve my dues?

If there was any fraud during the elections what makes you think there wasn't any fraud during the tenure of those who won? Greed and power will eventually corrupt those who poses it.. To answer your question of being able to sue, first look into the appropriations of funds, who got paid and for what purposes, your union is legally obligated to provide accountability for every pennie spent.
