I’m a FT in central GA. Can I bump a OPT guy if I have other FT guys I can bump first here in town.

You will attend a layoff meeting and be given a "wish list" to fill out with jobs you would like to go to. The list will be faxed to HR and they will call you 3 or 4 weeks later and tell you any jobs you can transfer or bump in to. If nothing in within 35 miles, you might get an offer in your state. This will all be explained at the layoff meeting.
Same title within 35 miles, then family of skills within 35 miles(OPT’s, St’s). It’s on page 103 of the contract.
You must first bump all FTs before being allowed to bump down.
