It's counted as voluntary/attrition when you accept the mandatory surplus package.

Surplus of 10k Represented jobs under Mc**h by the end of the year, but 2/3 of those are expected to be voluntary/through attrition. That would have to be a heck of a voluntary package for that many people to go.
