Morgan Global, Technology, Media and Communications Conference, Stephenson said a spike in churn in the video business should be expected this year, as the company looks to boost profitability in the business by "cleaning up" the customer base. He said a number of video customers provide "very low" average revenue per user (ARPU). "It's going to take pretty much this year to work through this customer cleanup," Stephenson said, according to a transcript provided by FactSet. By 2020, he said customer numbers can improve "significantly," as the lion share of those remaining will be of "High quality Paying subscribers"

Cut-the-cord
Makes perfect sense. Get rid of the promotional rates, and make the customers you retain pay standard rates. Promotions are fine for new customers, but customers you've had for years shouldn't still be on promotional rates.
It makes no sense to scrub the customer base. Low ARPU is better than no ARPU. Keep what you have an add these other customers you imply are out there ready to overpay for these services.

They’re trying to lose customers on purpose using that as a reason to cut people later this year. Willing to sacrifice business now thinking the new streaming service and 5g will amplify revenues later on.
It can directly lead to layoffs. Subscriber numbers go down, employment will go down.
