Not surprised by the layoffs, surprised on how they are cherry picking top performing employees with age and tenure based on the cost to the business. Unfortunately, some employees with many years but not yet retirement eligible are being caught in the crossfire. There is also a lot of dead weight being overlooked because they are low in pay. If AT&T followed the model they are using laying off employees that are most costly to the business Randall and the 3 Johns would be long gone!

That's because once SBC turned into AT&T, no one in their right f*g mind would want to work for what this company has turned into. Many of the ones who remain are on the cusp of retirement and are just trying to weather the storm. Once all of the " worthless " old farts ( as you put it ) are gone, feel free to apply for their jobs.
You won't be able to partake in the pension plan. ( It's gone )
Is unlikely you'll even be an employee but, rather, a contractor.
As such, you won't even get any benefits.
So, knowing that, would you hire on as a new employee with AT&T ?
All the incentives to work for the company are long gone.

Be careful of what you wish. It'll all be contracted out soon.

At least it’s management.
