No, what carrier you have is not CPNI. But things like your call records are. Anyone can determine your carrier by your phone number because port eligibility info is not protected information.

Does wireless carrier information fall under CPNI?

Can AT&T lec see who my wireless carrier is? If my carrier is not with AT&T wireless, can AT&T LEC share network information to AT&T Wireless without asking my permission to sell Wireless services?

Does wireless service fall under Proprietary Network Information or is my carrier public information

The carrier is who has the CPNI data for the service you have with them. The carrier has the data, they aren't part of the data.

It's customer calling data like call patterns, call duration, call locations, etc. It can be used by telecommunications companies to target specific marketing campaigns to a customer. For example, if you call Canada a few times a month, you may get offered a special "call Canada" plan based on your personal calling patterns. Customers are given the option to opt in or out of allowing the company to use their data for marketing purposes. Wikipedia has more info. At&t sends out annual notices to customers requiring the customer to opt in or opt out of cpni...we can use your data or we can't.
