Upcoming Surplus Information

I've seen a date of 6/15 being tossed around with an off the books date of 9/15.

Also some information appears to be more generic and is based on quarters instead of specific dates. Surpluses are spread across multiple regions / unions.

Field Operations - Wire and Prem Techs covering CWA Regions 3,4,6,9, IBEW 21 and OOR

Roughly 1000 will be surplussed during second quarter. A second round will hit in the 4th quarter of around 200.

Field Ops Core - CWA Regions 6 and IBEW 21

Roughly 30 will be hit during the second quarter.

Construction and Engineering covering Regions 3,4,6 and IBEW 21 will get hit in the third quarter. Roughly 1000 will be impacted.

Estimates for ATO layoffs by end of year are ~2200

How accurate has this been from a few months ago? Concerned NOW about the 4th Quarter declaration 09/13/19 off payroll 11/15/19.

Most of the reports of Layoffs have been about outside techs, What about the inside people? support? facility assignment techs. office assistants, engineering assistants, we are in construction and engineering, will that engineering number include the inside people as well as outside techs?

“Why does district 6 not have that many techs being laid off”? Maybe its because of the lawsuit that the union filed when they tried to keep direct tv contractors and lay off a bunch of union techs.

Looks about right, except June 15th is the 3rd quarter declaration, not the second quarter. I am in construction in CWA 3, Director has informed us that work load will decrease approximately 30 % by the end of the year due to the government quotas being complete and the company does not expect to deploy fiber except in new developments. Anyhow, he said we should expect a corresponding reduction in work force. So a reduction of 430 in our area is not out of the question. For craft workers the off payroll date will be 90 days from declaration. The fun will not really begin until July 1, when they sort out the bump list. This is how it will spread to TFS. Anyone with less than 10 years is in Jeopardy. Interesting that the titles are not given, if they surplus only OPT's, only ST's will be at risk and all FT's DT;s etc are safe. Management knows the big changes are right around the corner they are already planning to consolidate yards and re-assign trucks. Its happening for sure!

Seems like all the tech surpluses lately have been outside techs. Any rumor about any inside tech groups being let go? Most of those jobs can be done overseas anyway.

The numbers posted below are almost spot on. That leaked email from HR has the exact numbers for what they are proposing for the surplus. Unfortunately it doesn’t detail if the layoffs will be spread out evenly throughout the districts. District 3 (Bellsouth) is slated to lose up to 433 people in construction over the 9 states, which is about 13% of the techs in C&E, but it’s unknown if that will be spread out evenly or if places like Florida and Georgia will take the brunt of the layoffs. There are also 360 temp/term FT’s and OPT’s in construction in District 3 and it is unclear as to whether this surplus number includes the temps or is in addition to the 433 techs being surplused. My guess is that the surplus number is full-time permanent techs and that the temps will also be gone, but nobody knows for sure.

Do the C&E techs have bumping rights into the Core world? Yes CE has bumping rights in D4 ..same title here in I-r and CE . Not sure about other districts

Problem comes in when the surplus is declared in repair.

Agree with the C&E numbers. Can’t turn many corners in my neighborhood and I don’t see fiber coiled up next to poles or fiber reel sitting. Of course a lot of that work was government mandated and they are reaching those targets. Depending on when they might be surplused in the 3rd quarter it could be close to the end of the year before people actually lose jobs.

I still find it hard to believe that C&E will be hit that hard. Construction has had a heavy load, where as I&R has been slow for the past 5 years. A few months ago repair techs were painting yellow parking lines in one of the garages.

I was at a union joint doing strike training the other day. Watching the union folks was like watching a bunch of hens beating the c-ap out of each other. They just sat around the yard and b1$ched and whined about anything and everything. And the funny thing was, new hires were walking in for training. Guess that shows how much the company, and the union bosses care about the union techs. It’s only a matter of time before Indians send over a small army to be union techs.

I understand that all information on this site is always suspect as it is difficult to differentiate what is real and what isn't. I can only provide the information, you have to decide if you believe it or not.

For those claiming fame or attention seeking, I find that to be an interesting accusation given the Anonymous nature of the board by design.

I -could- upload the email ( whereupon I obtained this information ) to a hosting site like Mega since this board doesn't allow uploads, but it would create two problems.

1) Folks will still question it's authenticity.

2) More importantly, it would be a security risk. Allow me to explain.

If I posted the email in its entirety, without alteration, then it would be trivial for the company to run a search across the email servers looking for that exact wording. It would significantly narrow down the list of folks who have access to the email in question and it is my opinion that we, as employees, have enough issues to deal with as it is.

As a result, I cannot make the email itself public.

However, in an effort to be a bit " more specific " allow me to clarify my original numbers a bit.

I think the post is legit. Those are the dates by which any surplus must be declared; at least in cwa district 3. Its in the union contract handbook. Its no big surprise.

OP could be totally legit because here in the Midwest the non-management core contract has a 90 day surplus window in which the company “attempts” to find people jobs. (Article 26) The surplus declarations are almost always announced at the end of March, June, September and December. But boy, the large amount of people in OP’s post is frightening!

@cgc, if you’re the original OP (and by your reply I suspect it) assuming the 2nd part of the equation (off books) has been answered correctly.......who, what & where did your source of information originate from?

All that you say may, or may not be accurate.....but if the entire story can’t be corroborated then it is just a story. With all honesty , in a world of bogus threads, I would like to know that your post has teeth!

First of all, 2nq quarter occupational declaration already happened. The quarter is determined by the date of layoff, not the date of declaration. Typically, there is a 60 day period from notice to layoff. In certain states, that period can be extended under Warn legislation.

1st Quarter declaration 12/14/2018 off payroll 02/22/19

2nd Quarter declaration 03/15/19 off payroll 05/17/19

3rd Quarter declaration 06/14/19 off payroll 08/23/19

4th Quarter declaration 09/13/19 off payroll 11/15/19

The company reserves the right to issue occupational surplus declarations other than the dates showing above. I don't know what the deal is for the prem tech title. Management can be notified at any time.

OP, this is all very riveting stuff so I ask the question, How did you come across all this ‘generic information?’ Right now you’re just part of a rumor mill.

And you give a 90 day “off books” crossing over 2nd & 3rd quarters, rather than the usual 60....can you explain? You’re vague and most likely trolling for attention, your 15 minutes are up, move on please!
