Does AT&T still have to abide by the section 272 compliance mandate?

it is supp to but things seem to be getting 'merged' anyway i.e. ld and wireline people in same group....

The regulated wireline side of the business has to comply with section 272.
Uh, what exactly is this compliance? I thought I'd help since no one has responded as of yet.
