Will there be more layoffs this year? I want to buy a house.

Renting is better for many reasons. It makes you more mobile if you need to look for a job. Housing is at a peak and needs to adjust downwards in any areas. Recession is predicted by mid 2020. So rent, invest your down payment and you can lower monthly expenses while upward appreciation of homes is predicted to slow or go negative as housing got to hot during economic growth

OP, I have worked through every Recession since the mid 70’s, not all with AT&T but mostly, and what they all have in common is almost universal. Recessions cause money to grow tight, banks loan rates go up, loans made to companies are fewer, hiring falls and unemployment rises.
To quote myself, “Unemployment rises.” Buying a home, in unsure times, can and will cause financial stress upon an already stressed situation. Any company you might jump too will tend to take the stance of last in, first out and will begin their own layoffs in the attempt to keep their most loyal and qualified employees. If you are without children I would suggest you wait past 2020 if you make it.
I have no guarantees, and who knows how long we go before the next Recession but quite often we find that we are already in one before it is officially acknowledged.....my point, if you still have a job then go ahead and search but don’t just assume you will be Surplussed (unless your manager says you probably will be) and also do not assume that jumping to another company guarantees you will remain there when times get lean!
As long as it is a good deal you should jump on it.

They are constantly telling people to find new jobs on here. In other words, quit. Conveniently, if you quit, they think it's less likely they will need to be fired. Just consider, if finding another job is so good, why are they still with AT&T? Many will tell you they left AT&T long ago and are just trying to help. Ask yourself, why would you waste hours on this site if you left AT&T for another company? If it was so miserable working for AT&T and it was a waste of time and stressful, why would they want to re-live it?
personally - if your current situation looks okay I would buy the house. then I would find a new job while you are still employed. att will never stop the the surplus cycle even if they meet the so called right sizing. it is a tool they use as managing their people and the lawyers love it. so live your life buy the house and then go find a much better company to work for (which won't be hard) and that doesn't use surplus as a management tool.
As long as you have the money and feel you could get another job quickly, I’d buy the house. No guarantee you’ll be hit this month, or next, etc. Easier to get a mortgage now, before you would be surplused.
We have had to endure layoff announcements every quarter for the last 20 years. Now with the massive debt that T has taken on, there will be many more layoffs. Unless you win the lottery, I would not make any major purchase at least until the end of 2020.
Maybe OP needs that severance to buy a house with cash. I hear the axe man coming to town on Monday. I hope he punches my ticket.
OP: YES there will be more layoffs, as emphasized in every level 4 and above town hall for the last 4+ years.
Given the climate that we are in with zero job security. I would advise against making any big purchases until they are finished with the so called " right sizing". One exception is if you came across the deal of a lifetime like picking up a house for $70,000 that was worth $200,000 and you have 12 months of living expenses in your savings account.
This year? Yes. The year after? Yes. Rinse, repeat.
