Stop and think about it. Do you think that Verizon India is pulling in the top-tier of available talent and using its benefits program to compete head-to-head with IBM and Microsoft for recruitment? Do you think they'll do as much as they can to avoid standard layoffs in India from becoming public knowledge?
No. Verizon is India for cost and for bodies, and they are targeting a lower tier of talent who works for a lower level of pay and benefits. Long-term retention is not a priority. There isn't anything in it for Verizon in terms of recruitment or payroll by floating a VSPI program.
I don't mean to be cruel, just trying to reset your understanding. Verizon just isn't that attached to VDSI for pulling in world-class talent and retaining it. This program is not an appropriate fit from HR's perspective.
Was there ever a VSP in India. I thought it was always layoff or "forced resignations"

The only ones who are going to hear about something happening in India are the ones located in India. People in the US typically don't hear about what goes on in the international sectors as the rules are all different.
