For the next round, do we know if managers will not have any input again and it is handled by another company, or is that not the case?

Totally a line of bull.....Managers know in advance and have input 98% of the time......

there is truth to both statements ..... mangers are given a list with no input, but at the same time these lists are made from previous observations and checklists going up the chain, thus absolving the responsibility of the immediate manager for putting one out of a job
Be wary of what your direct supervisor says. Speaking from experience, we are often guided to 'play dumb' and act like things like surplusses and compensation decisions are completely out of our hands even when it is not entirely truthful. It fosters a better sense of team and 'we're all in this together' mentality. Besides what possible good would it do to say to someone 'I picked you for surplus' rather than 'I had no say in it'? If someone goes postal I certainly don't want to be on their bad side.
My manager (ATO) was handed a list of names and given NO input.

I spoke to a L2 Manager this morning and he had input on last layoff. His evaluation was used for this last round of cuts. Was it that was used, I doubt it. He said alot had to do with service years not evaluatoins.

Using blanket statements is bound to be wrong. In some groups, local leadership did have input this past round. In other groups, they did not and were handed a list of names. Future rounds will be handled the same way. Expect the same treatment as your team received this time.
