I heard that AT&T is in talks to hiring HR consultants with TriNet, a Bay Area firm that serves as a de facto human resources department for some 1,500 companies, very efficient at firing people.

They already have HR (Consultants) in many aspects of HR.....
I believe that they already use Contractors ( HR Consultants ) for the surplus. Its all they do and they are not the sharpest tools in the shed either. The guy I dealt with was little help when I had questions.
