I think they purposely made this round $uck SO bad because they’re going to turn around and send out another MVO (mgmt voluntary offer) prior to the next round in April.
A lot of people will probably take it this time, unless it’s a complete joke like last year’s, thus lowering the number they have to lay-off. Effing a$$hats are always working an angle to minimize bad press.
The offer for 2019 is the extension of the lower interest rate for lump sum pension.
It’s been asked a million times in sure - but here goes again- if you say ‘yes’ to an interest in leaving survey, and they pick you - you still qualify for severance and for unemployment purposes you should still qualify same as being laid off, correct?

No way they are that competent. They'll never let people volunteer to leave again; even if it saves money and moral. They just can't bring themselves to let somebody get a little extra to retire.
The best people take the voluntary offer. They need to just terminate the people who won't take voluntary. That way the best people have to stay and do the work.

You will never be offered more than the MAX 6 months pay if you have the vested time.
I think your theory is wrong. They aren't going to pay people to leave anymore. They will use the collaboration game until they have to find a new excuse.
Unless and offer includes COMPANY PAID medical benefits if retirement eligible then many like myself are not in a position to take it
They need to offer something like VZ did.
Last time the rumor was the MVO would be 1 year salary to volunteer, turned out to be just the same old package as always so a lot of people didn't take it. Right now if they offered the standard package as a MVO I'd jump on it - I've already turned down 2 recent offers because I'm not leaving 34% of my salary on the table.
Interesting theory, if they do offer it, I might take it.
