They have been surplusing by garage location (where the work is and isn't). Then it comes down to seniority.

Always seniority unless the entire yard gets closed then it doesn’t matter.

Always by seniority according to your contract. Our whole group in Charlotte got the axe last year, so

I think what the OP is saying is that they are going to take the bottom say 100 I&R guys in Illinois for example and cut them, regardless of where the are and backfill all those spots with more senior techs who are "force adjusted" to those locations. It sounds probable and those 100 will displace 100 prem techs or what ever the contract allows.
Usually they would advise those 100 I&R that they are at risk of being displaced by others surplussed but they are just going straight to surplussing them outright I guess?
I use 100 I&R as an example, have no rumor knowledge.
If you have fiber builds in your area the fiber work should keep you busy enough to minimize surpluss. Core and wire techs are being sold out in this next contract. Core is being tied to copper work in a big way. In the Midwest once this contract is voted in prem/wire techs will start doing fusion splicing and fiber run projects in MDU’s but at prem/wire tech pay.
Prem tech/Wire tech is the only title that seniority does not matter. Core techs is strictly by seniority.

Union lay-off language was changed to this newer surplus language a few contracts ago that really screwed us over in the company’s favor
@ vrf last year there was a surpluss in the Midwest that did not go strictly my seniority. The company used a phrase from the contract based by the needs of the business to justify it.
Word is some areas will Surpluss based on seniority across all areas and then force a garage preference to balance garages back out. So some people may be safe from surplus’s but be forced to another garage.
Company really holds all the cards at this point.
as long as I been with the company, layoffs for union employees are base on seniority, but when the whole office closes seniority does not matter.
If I was guessing here, I'd recommend you read the contract you work under. Surplus language in a contract is pretty explicit most of the time.
