STI Payout for those RIF in 2018

Did anyone who was let go in 2018 get the short term payout on Friday 2/22? I assumed those RIF would get the payout same time as current employees?

The only time you would receive your STI in the Feb check after a RIF would be if your RIF occurs ON or AFTER the end of the plan year. In that case you'd get the prior year STI in Feb and the prorated current year (assuming you worked at least one pay period) with the severance. If you terminate anytime prior to the last day of the plan year, you get the STI with the severance. The 12/28 VSP was an exception to this rule. It was paid out in conjunction with severance. It was also paid at 100% vs the standard 67%.

Thanks. I was told by previous 2017 employees that the sti was paid out Feb not part of lump sum.

No, you would have gotten it in the lump sum payout.
