They claim the layoffs are not zip code based, I think we all know that is not true and I have two concrete examples. One was called by his manager and told he was surplussed because he was not within 500 miles of a collaboration zone. Another was surplussed and when his management appealed it he was told he could keep his job if he moved from NC to Atlanta, Atlanta is a collaboration zone
