With contract; are the benchmarks, (number of employees they have to keep in a job title), can AT&T layoff as many as they want, even half of the employees?

Yes, Benchmarks set the minimum number of people AT&T has to keep in a job title.
Never heard of benchmarks. So they have to keep a certain amount in a title?
There is no contract
Please continue to send CWA your money for all the good work they are doing.
You have no contract and unless CWA is willing to call a strike ATT can do whatever they like.
With or without a contract T can do whatever they want.
1/13 Sunday: I wake up and realize I've been having the same dream all night. Even when I woke up during the night and got back to sleep I picked up where I left off in the dream. In the dream I'm at my AT&T work location but................I'm on DEATH ROW. I'm counting down the days until I'm put to death. The date comes and goes and now I'm left wondering as each day goes by: Is this the day they will Kill Me. Every day is a wonder wonder wonder - Will I die today. After two decades at AT&T and this is what my AT&T Dreams come down to. Kind of funny and sad don't you think
I think without a contract, AT&T could do what they want
