Have to wonder if AT&T's willingness to prostitute itself to the security state might be one reason Stephenson keeps his job.
Everyone is doing this.
I am not trying to justify it, I am just saying that we need some kind of a broad rule about this, can we track and if yes, how are things disclosed and what options the user has.

It's really a distinction without a difference. Now instead people will get it from Google, Facebook, and Apple APIs, and IP numbers instead of Network APIs instead. There's already like 100,000 different patents for determining location.
AT&T (and the other carriers probably too- can’t speak for them) are the NSA’s best friend. Most people outside the company are blissfully unaware of the magnitude of the data collection, invasiveness of the surveillance, etc.
