As far as AT&T is concerned, I never understood their claims to be anything but hiring to build infrastructure, which they are doing. Thy're still laying fiber, albeit with contractors.
The idea that the tax cuts would affect the 2020 initiative which was to reduce headcount by a third is just fantasy.
